Transforming NexRad file (in NetCdf format) into a 400x400 km grid with 2x2 km sized pixels

Hello all.

I am looking to transform the NexRad file (in NetCdf format) into a 400x400
km grid with 2x2 km sized pixels.
Can Grads do this?
How?
