[gradsusr] UTC time converting to standard time

I have an extensive if statement to convert to standard time. I have not
tackled daylight saving time however
The looping if statements have to cover when a new month starts. So a
similar logic could be used to add or subtract an hour.

My function logic is 110 lines long . and then another 60 lines within the
script. No Idea how efficient it is however.

Im happy to share the code .. Leaving you to doctor in the Daylight saving
time
