[gradsusr] Introducing alt_g2ctl and alt_gmp, alternative versions of g2ctl and gribmap

Hi,

    The standard method of handling grib2 files is to use g2ctl to make the
control
files and to use gribmap to make the index files.   Now there is an
alternative,
alt_g2ctl and alt_gmp.    The goals of the alt code were to handle grib2 in
a
more flexible manner and to better suited for really big grib2 data sets
(gribmap
has multiprocessing, and an update mode).  Details are here
