[gradsusr] Data Format for Station Data

Working with station data, it so happens that there is very little
information in the documentation on what format the data should be in for
plotting in grads. As a result I have been working on trial and error to
get what form, in particular;

1) delta (the pressure change) should be

   1.

   the cloudiness (apparently there should be two values, one for the
   station circle and one for the cloudiness

HI attach my bogus data listed for each station as u, v, T, Td, slp, delta,
cl, cld, wx, vis (in that order) and the resultant plots generated with the
command d u;v;t;d;p;delta;c;cl;wx;vis.
