[gradsusr] Stippling/cross hatching for south polar

Dear Katherine,

Tentatively, activate lines 346-350 (1/r^2-weighted interpolation) and 
comment out line 356-371 in hatch.gs (Ver0.03r1). It works well on my 
linux machine. This may lead to slower drawing speed as well as bringing 
out error with 1D chart.
