[gradsusr] Issues with Downloading Grads to Windows

I am having an issue with downloading the Grads software to a windows
systems. I have unzipped the file to download for the grads.exe but nothing
is working. I have also downloaded the .dlls that is necessary to run the
file.  Does anyone have any suggestions for me?
