[gradsusr] overlaying shapefiles with map set

Hello,
I've noticed when I plot a shapefile with 'mpdset' set to hires the
shapefile is drawn on top of the map.  Is there a way to reverse that (so
that the map is drawn on top of the shapefile)?  See
http://www.meteor.iastate.edu/~jdduda/QPF.gif for an example.  I want the
dark orange states backround to be on top of the county boundaries.
