[gradsusr] overlaying shapefiles with map set

Jeff,
Uset 'set mpdraw off' before the 'display' command to turn off the
GrADS map. Then draw your shapefile, then use 'draw map' to overlay
the map. You may have to play with 'set map' to control the color of
the map outline.
