Lats4d, when used with GrADS v1.7-v1.9,  will convert any GrADS readable
format (except GRIB2) to GRIB-1. By default it automatically creates a fake
LATS table, which can then be customized to conform to NCEP's conventions,
for example. If you only want to use GRIB for its compression capabilities,
the last step is not necessary.

  Search this list for a recent post of mine with the latest
lats4d.gsversion. (I'll be soon packaging this for
sf.net).  Type "lats4d -h" will give you a man page; it also gives you full
subsetting capabilities.
