NOAA / NCEP GRIB2 files: Syntax Error: Invalid Date/Time value. Hour = 24 -- greater than 23

Hi, I'm trying to work with GRIB2 fies from NOAA and ran into the
following error:

Grid Analysis and Display System (GrADS) Version 2.0.a0
Copyright (c) 1988-2008 by Brian Doty and the
Institute for Global Environment and Society (IGES)
GrADS comes with ABSOLUTELY NO WARRANTY
See file COPYRIGHT for more information

Config: v2.0.a0 little-endian readline printim grib2
Issue 'q config' command for more information.
GX Package Initialization: Size = 11 8.5
Running in Batch mode
Syntax Error:  Invalid Date/Time value.
  Hour = 24 -- greater than 23
Open Error:  Invalid start time in tdef card starting value
  --> The invalid description file record is:
  --> tdef 2 linear 24Z08feb2008 3hr
  The data file was not opened.

Is this a bug in GrADS or in the NOAA datasets?
