Unable to run v1.9 on Vista

That is right. The vanilla cygwin version is for those cygwin users whole
prefer a lean package like the one for Linux, but it requires some setup,
including getting an Xserver to work. (I have had such request for a leaner
package in the past).

If you want something that works out of the box, get the win32 superpack. If
you want to do a vanilla cygwin install,  then install
grads-1.9.0-rc1-bin-i686-pc-cygwin.tar.gz. I have some additional
