grib files to ctl files

The gribmap utility in the v2 release will map grib2 data and grib1
data. Not all the switches will work with grib2 -- but I haven't seen
any grib2 files that will need them.

The utility grib2scan is new, because it has always existed as a
stand-alone program and didn't seem worth the bother to merge it with
gribscan. I haven't yet written any documentation for grib2scan, but
it's pretty straightforward:
     Usage: grib2scan [-v] filename
The -v option gives more verbose output. I use wgrib2 and grib2scan
and the output from gribmap -v to find out what's in a grib2 file and
what's getting mapped by gribmap.
