How to make exactly same color bars for two maps?

The easiest way is to define the levels by using

'set clevs 1006 1008 1010 1012 1014 1016 1018 1020'

This should make your plots have the same shading and thus the colorbar.

before you plot each plot.

Or you could perhaps use
'set cmin 1006'
'set cmax 1020'
'set cint 2'
before each plot.
