How to make exactly same color bars for two maps?

YOU HAVE TO CREATE A SCALE TO 2 GRAPHS USE THIS --> "SET CLEVS"  AND "SET CCOLS"

FOR EXAMPLE -->

   'set clevs 1007 1008 1009 1010 1011 1012 1013 1014 1015 1016 1017 1018 1019' --> this fix your scale

  'set ccols 9 14 4 11 5 13 3 10 7 12 8 2 6 0' --> attribute each color to your scale

this resolve your problem.
