Higher Resolution - than hires for NYC area

Dear users,

Did any one imported GIS/ARCinfo data ( high resolution polygons of
 sea-land  and counties  ) into GrADS ? How to do that ?

If any one already made such import for NYC area, could I get their help
downloading such file ?
