I maintain packages for grads in fedora beginning at FC-3. So you can do

  yum install grads

to install grads, or use the graphical install tool.

The lats and 'gui' stuff are removed from the packages I maintain, however
since they are covered by licences incompatible with the main grads licence
the GPL.
