[gradsusr] Problem installing GrADS software

You need OpenGrads.  It's a windows specific compile of Grads.  Some flavor of version 2 is available here:

http://opengrads.org/

I run it on Win10.  
Haven't tried it on Win11 yet, but will shortly.
