[gradsusr] incorrect latitude of shapefile

HiI hope you are well
I have a shapefile for 22 districts and want to draw it but when I check my shapefile I know that the lon (XBounds) is correct (531868:534517) but the lat (YBounds) is wrong (3.94708e+06:3.95081e+06). What is the problem and how can I solve it? I am so grateful if anyone could help me.(the shapefile was attached).
