    Features:
    * New GradsPy methods:
      'put' creates a defined variable in GrADS with data and metadata from Python
      'get' copies data and metadata from a GrADS defined variable into Python
    * GradsPy interface updated for Python3
    * New commands 'draw circ' and 'draw circf' (only available with Cairo)
    * Updated configure script and m4 scripts for udunits2, libshp, libreadline
    * Updated the HDF5 interface
    * Retired the outxwd command

    Bug Fixes:
    * extended range of years in dayweek() so 'q time' returns a proper weekday

    Supplibs Update:
    * Linked with udunits-2.2.26 -- this requires new data files, udunits2*.xml
    * Linked with HDF5-1.10.6
    * Linked with readline-8.1
