1. No. There is no Cairo equivalent to the X11 screen command. 
2. I am not sure I understand what you are trying to get at with this question. What is your use case? 

I have no plans to make any changes to the X interface. It is likely that the browser window will become the default display for any next generation graphics changes to GrADS, but that is in the unforseeable future.
