Hi Jennifer,
Just FYI, as it's probably on your todo list:
* the cola src tarball does not have a complete set of m4 files.
autoreconfig creates a bad configure script, but copying the m4 file
from github fixes that.
* since your build environment need supplibs you might want to add a
pointer in the README.md file to the the cola download or to
http://cola.gmu.edu/grads/gadoc/supplibs2.html until you get that sorted
out on github.
github is definitely the way to go! Are you aware of github pages

https://help.github.com/articles/configuring-a-publishing-source-for-github-pages/
you can push you docs there and create a website hosted by github for
your project.
