[gradsusr] GrADS is on Github

Great to see GrADS on Github Jennifer!
Now what would really make my new year is new versions of GrADS also being
compiled for Windows. Is there any chance of that happening since OpenGrADS
doesn't seem to be updated regularly.
If there are any instructions for compiling GrADS on Windows I would be
happy to give it a try.
