[gradsusr] Build GrADS 2.20 from Source, Errors with GRIB2 and gribmap

Hi Wesley,

Thanks for your help.  The grib file is fine, it is from the Rapid
Refresh 32 km North American Grid.  The issue was in compiling the NCEP
GRIB 2 library.  I just needed to remove

-D__64BIT__ from CFLAGS variable in the makefile.
