Did you read the recommended doc page http://cola.gmu.edu/grads/gadoc/plugins.html?
You need to create the file /usr/local/lib/grads/udpt to inform GrADS where to find the plug-ins. Instructions are at http://cola.gmu.edu/grads/gadoc/udpt.html
