[gradsusr] netcdf file written with GDAL, when opened with a ctl file , shows constant field

I have made a netcdf file from raster data using gdal_translate. I have
written following ctl file for opening multiple netcdf files. However when
displayed a constant 0 value is shown everywhere. However, when file opened
using sdfopen, the data is displayed correctly.
