[gradsusr] Reading timesteps in Arpège grib2 file

Hi,

Last December, there was a thread about the Arpege and Arome
grib files which did not have the right verification time.  Last week,
someone asked me how to fix the verification time on the Arpege
files.  (I just checked, and the Arome files still have the same problem.)

AROME_0.025_SP1_00H06H_201606271200.grib2 -s -vt | grep PRATE
68:29516993:d=2016062712:TPRATE:surface:0-1 hour acc fcst::vt=2016062712
69:29589952:d=2016062712:TPRATE:surface:0-2 hour acc fcst::vt=2016062712
70:29681039:d=2016062712:TPRATE:surface:0-3 hour acc fcst::vt=2016062712

The fix is easy and better than the solution that I give last December.

   wgrib2 XYZ.grb > XYZ.inv
   wgrib2 XYZ.grb -set_metadata XYZ.inv -grib XYZ_new.grb2
