[gradsusr] wgrib2.0.3

Thanks for your reply.

I have the latest version of OpenGrADS but not the latest version of wgrib2
which is not included in the latest release. Specifically wgrib2.0.3 is
required in order to plot Arome 1.3km data and is only available as a
tar/binary file ?
