[gradsusr] Interpolating HRRR 15 minute GRIB to 5 minute

All, I ended up getting a solution working with only GrADS using the most
basic of interpolation, not even using the iterp function. I'm not sure why
I was overthinking this so much but the solution was as simple as taking
the average of 2 time-steps (made even easier with those time-steps being
within the same file). Anyway, thank you for all the help!
