You can create GrADS maskout data file from the shape file following this tutorail: http://www.meteothinker.com/desktop_create_grads_maskout.html . Text coordinate file can also be created through changing the 'Ouput Format' to ASCII wmp File.

I would like to have use a text file about the coordinates of conterminous US boundary, and mask out the region outside it (mask out Canada, Mexico) for my analysis. Could you let me know how to create this boundary file and how to mask out the regions outside?
