[gradsusr] draw muliti-language in grads

A new function for use grads to draw multi-language and symble has developted in Grads

You can use the fonts in windows or mac system and lets grads to draw your own language. 


example:

 'set font 13 file C:/Programs/pcgrads/dat/STFANGSO.TTF'

 'set font 23 file C:\Windows\Fonts\arabtype.ttf'

  str ='`f13阿拉伯文: `f23 لي ميونج باك'
  'draw  string  0.0   6.7  'str
