[gradsusr] opening netcdf file obtained from arcgis

Hi,
I have a netcdf file that I created myself in arcgis by converting from a
raster file, which had 12 bands. The converted netcdf file doesn't have
time dimension. I tried opening using xdf but it doesn't work. I also tried
sdfopen, it doesn't open either. Could you please help? Below is the file
