[gradsusr] using Open GrADS for windows

Dear Charles,

But it is not working for .ctl files. I am finding difficulty in keeping
all my .ctl files in opengrads folder.

should I do some path settings. So that where ever i want i can change the
directory and simply use open command without giving detailed path.
