[gradsusr] Convert files with extension (.nc) to files (.grib)

Geraldo,
I guess I'm not sure what is so bad about using netCDF files as opposed to
GRIB files. Is there some sort of compatibility issue you're facing? Not
only can grads be used to open and examine netCDF files, but if you use
templating, you can use a single control file to view ALL of the data in
all of your files (assuming they all have the same arrays and grid size).
