[gradsusr] generating ctl file of cfsr data which is in grb2 format

Hi,
I wanted to generated ctl file from grb2 file of wind data from CFSR on
windows platform. I used 'g2ctl' command as well as 'perl g2ctl' command to
get ctl file from grb2 file. 'g2ctl' command gave following error:

Unknown command: g2ctl
and 'perl g2ctl' command gave following error:

Unknown command: perl

Could anybody let me know to generate ctl file from grb2 file on windows
platform?
