[gradsusr] map boundaries

Grads users:
We use to set the political boundaries for our automatic code:

set mpdset newmap

as that has up-to-date country boundaries. However, when we use this, we
can't get US state boundaries that we got when we used hires. Does
anyone know if there are high resolution up-to-date hires map boundary
files?
