[gradsusr] Fw: EOF and spectral analysis on GrADS

I have a little bit experience in running EOF grads in Fedora Linux. But I
am not familiar with the EOF in windows. In grads (linux) it is very
simple, with just a single line of command. I think the problem is by
setting up the environment in the code/software in windows.
