[gradsusr] fill ocean and land for clouds map

 Hello all.
When I create a map of cloud s  I can not do fill the ocean and land .
If using basemap, then land and ocean fill level is higher than the clouds layer. How can I change layers (lower: territory , upper: Cloudy ) places? Please give an example ,if possible.
