[gradsusr] How to draw state boundary in a country?

I can not visit diva-gis website now, but the amdin 1 (states, provinces)
shape files can be dowloaded from Nature Earth website. The data include
the states or provinces of all countries in the world. I extract the data
of Iran from it and attached in this email.
