[gradsusr] Plot NCEP Stage IV precip data

Tom,
I've plotted many a Stage IV data. Here's the information in the control
files I use:
dtype grib 255
pdef 1121 881 nps 400.439557156973 1600.32924536929 -105.000000 4.763
xdef 4201 linear 0 0.0856938824089502
ydef 781 linear 23.1587717210188 0.0856938824089502
I produced these control files using a script called grib2ctl.pl. It's
freely available, and you can find it
