[gradsusr] plotting long variable names

All,

  You are right, GrADS has a limitation in the length of the variable
name.  For grib,
the file name is truncated and I could never get the netcdf long names to
work.  Some
provisions needed to be added to g2ctl to handle the limitation in GrADS.
