[gradsusr] Convert ASCII synop/METAR to binary

Is anyone familiar with a method to convert FM-12 synop, FM-13 ship-ob
and METAR data in ASCII to a format readable by GrADS (BUFR I assume)?
If so, can you suggest how I might go about it?

 

I'm running GrADS 2.0.1.oga.1 in Windows.
