[gradsusr] problem in Generating CTL file to Read GRB2 file in Grads

Hi,

  Grib2 files requires (1) g2ctl (grib2ctl.pl is for grib version 1), (2)
wgrib2 and (3) perl.

Perl is standard on linux and unix machines.  For windows, you have many
choices.
I only test g2ctl using the perl that comes with cygwin; however, other
versions of
perl are compatible.

If you are trying to read the CFSv2 or CFSRR monthly forecasts, you have to
fix the metadata in the grib2 headers in order to display them in GrADS.
