[gradsusr] missing data in ARWpost outputs of low pressure levels

Unless you tell ARWpost to interpolate down to 1000 mb (using option
interpolate = .true. in the namelist), any field that is below the surface
will appear as missing data.  At 950 and 900 hPa there are areas that are
below the surface, but farther up, at 850 and above, that won't be the case.
