[gradsusr] regrid data

Hi Liban, Sam, and Mike,
Thank you for the responses.
I am currently running opengrads 2.0.1 and still unable to access the regrid2 functions. However, I have figured out a workaround using wgrib2. With wgrib2, I am successfully able to interpolate the NAM grid to the more coarse GFS grid for more objective comparisons.
