[gradsusr] Creating a .ctl file for unstructured triangulargrid in NetCDF format

Interpolating offline to a regular grid would be better. I think the ESMF tool RegridWeightGen might be able to do that. There is more functionality in GrADS for gridded data than station data. --Jennifer
