[gradsusr] Incorrect Winds from NCEP NAM file

Hi,

Good news and bad news.   The good news is that the grib files are OK.
The bad news is that it is my problem.  The problem appears to be in the
control file generated by g2ctl.

I suspect the lon(x=1) value (-89.1928) has to be within 180 degrees of 
the orientation
longitude (253).

Changing LCCR to LCC is not a fix.  Adding 360 to "-89.192830" in the 
xdef line seems to work.
Expect a new g2ctl next week.
