[gradsusr] set tlsupp month

The day of month and the 3-character month are always printed together  
(e.g. 1JAN, 2JAN, ...) Use the 'set xlabs' command to override the  
default labeling: 'set xlabs 1|2|3|4|5|6|7|8|9' will label the x-axis  
tic marks with the provided integers.
