[gradsusr] Lats4d

When I try to convert grib1 to grib2 with
cnvgrib it fails with the message
param_g1_to_g2:GRIB1 param 11 not found. for table version 128
I think this is because grib1 files created by "lats4d"
have the parameter
table = 128
I wonder how lats4d specifies table number and is there any way to set
this parameter to another value
(I have grib1 files from another source with table = 2 and there is no
problem converting them to grib2)
