[gradsusr] write 4-d data using fwrite in grads

Hi Dhruba,
You can use CDO for extract desire parameters, levels and time from nc
file(in linux OS)
These are commands(ifile: input file, ofile: output file):
cdo selparam ifile ofile------------> for select parameter by identifier
cdo selname ifile ofile-------------> for select parameter by name
cdo sellevel ifile ofile---------------> for select level
cdo seltime ifile ofile---------------> for select time
cdo selday ifile ofile-----------------> for select day
