[gradsusr] gv32 in Windows 7

Garut is correct, gv32 is no longer supported. You can use the  
external utilities gxeps or gxps to convert grads metafile output into  
vector graphics, use gxtran to visualize the metafile, or use the  
printim command to create image output.
